Board Meetings
Board of Education meetings are held on the 2nd & 4th Tuesdays of each month at 6:00 p.m. at the Twiggs County Board of Education Building located at 952 Main Street, Jeffersonville, Georgia.
Board of Education Roles and Responsibilities
The Twiggs County Board of Education is the body of the Twiggs County School System. The Board consists of five members representing the five municipal districts within Twiggs County. Members are elected to staggered, four-year terms for individual districts.
Local school boards in Georgia are responsible for hiring both professional and administrative personnel in the local school systems. The local school boards are also responsible for arbitrating personnel recommendations from their superintendents. These recommendations include such things as disciplinary action, recognition, and dismissal requests. Local school boards establish educational goals for their districts that are consistent with state policy and designed to improve student achievement. The boards approve courses to be offered and require periodic reports on the status of the educational program offered by the districts. Additionally, each board also publishes an annual educational performance report on the district and each campus. Achievement, financial, curricular,and administrative information are included in these yearly reports and most can be found online. Local school boards have the added responsibility of approving the district’s annual budget.
The Board has the responsibility to:
- Establish procedures and policies for the administration of educational services in the district.
- Implement the state’s education laws and programs
- Monitor the operation of the school district and its programs.
- Hire the district superintendent.
- Oversee the annual budget preparation and resource deployment

Teresa Blackshear began her first term on the Board of Education in January 2009. Blackshear is an advocate for students and firmly believes that all children deserve access to a quality education. She remains committed to improving student test scores and exploring creative ways to help students learn and retain information. Blackshear believes Twiggs County Public Schools can accomplish stellar results by recruiting high performing teachers and administrators. She states that "Together, we can make a difference, as I put the children's interest first, when I make decisions." Blackshear is an active member of Danville Baptist Church. Her list of accomplishments includes Danville Community Fair Outreach (member), Relay for Life (2007 and 2009) and Twiggs County Leadership (2008). Blackshear's son attends Jeffersonville Elementary; her daughter is a proud graduate of Twiggs County High School ('07).

Shirley Stokes began her first term on the Board of Education in 2004. She believes students who are involved in their studies and apply themselves will see higher returns on their investments. "I joined the Board of Education, because I wanted to be a positive role model and make a difference in the lives of children and young adults. I wanted to make things better for our children," she said. A First Responder with Twiggs County Fire and Rescue, her responsibilities include helping injury victims and assisting persons through house calls. Stokes has three grandchildren who each attend Twiggs County Public Schools.
