James Austin | Chief Financial Officer

I bring a wealth of experience in the accounting and finance profession due to his involvement in the public and private sectors of accounting and finance. He holds an educational leadership certificate. He has worked in the private sector at Lincoln Financial Advisory Group and supported the advisory department by producing complex financial analysis on assets that were valued over 20 million dollars.
Before joining the Twiggs County Public Schools, Mr. Austin worked with Macon County Schools in Georgia. For the past several years, he has served as Chief Financial Officer and is responsible for overseeing the Business and Finance Department. In addition, he leads functions of auditing, payroll, accounts payable, procurement and budgeting. He manages the District’s finances, which includes all budget that amass to over 15 Million Dollars.
Under Mr. Austin’s leadership, the school district has improved month to month cash flow by over $250,00.00 and improved business operations to perform several functions remotely. This has created a more efficient process and allowed the Business and Finance Department to have better response time to stakeholder needs.
Mr. Austin received his Bachelor of Arts in Finance with minor studies in sales and marketing from The Morehouse College in Atlanta, Georgia. Currently, he is pursuing a Master of Education in Teaching and Learning.
Mr. Austin is an active member of his church ministry, Anointed Hearts Outreach Ministries, where he serves as the leader of the finance ministry. He has volunteered and served with several organizations in his community including several projects with the Men of Kappa Alpha Psi Fraternity, Inc. He serves as the Vice President and Assistant Treasurer of the Americus-Sumter (GA) Alumni Chapter of Kappa Alpha Psi Fraternity, Inc. He has professional affiliations with Georgia Association of School Business Officials (GASBO), Georgia Association of School Personnel Administrators (GASPA), Georgia Association of Educational Leaders (GAEL), former President of the Institute of Management Accountants Middle GA Chapter and member of the CFO Leadership Council.
Mr. Austin is the proud father of one daughter and one son.
Sandra Stanley | School Nutrition Director

I oversee all aspects of the School Nutrition guidelines. I monitor, train staff, order supplies, plan
menus, maintain food equipment and ensure proper nutrition is provided. Hooray! We have an
accomplishment that every student is provided with breakfast and lunch at no cost to parents or
guardians. I enjoy what I do by connecting with the students as a bus driver. The relationship
with the students helps me to understand their needs as I plan the menu.
I am a member of GSNA and I attend the annual conference at various places. My continued
education is online at ICU.I have also attended GASBO.
I am a wife, mother and Mia (grandmother). I enjoy sports, cooking, and traveling with my family.
I am a graduate of Twiggs County Cobra Nation.
Delphy Dumas-Curry | Receptionist/Nutrition Bookkeeper/Administrative Assistant

I am the first face and voice that you see and hear at the board office. I
like being able to communicate with the people and relaying any issues that may
arise to the appropriate staff member. I like working in customer service. I also
work well with others. My tasks are to assist other administrators and the
business part of nutrition. I graduated from Wilkinson County High School. I have
two children who graduated from Twiggs County High School. I have two
grandchildren that attend here.I have attended GASBO. I am a member of
GSNA(Georgia School Nutrition Association). I attend annual conferences and
continue education training online at ICU(Institute of Child Nutrition). My ultimate
goal is to treat everyone as I wish to be treated.
Mindy Floyd | Finance Officer

I have worked for TCBOE for nearly two decades. In my tenure with the district, I have learned to wear
many hats. One of the hats that prompted me to pursue an education in accounting was the complex
workings of the business and finance office. Being a part of continuing educational organizations like the
Carl Vison Institute of Government, and the Georgia Association of School Business Accounting Officials
help keep me updated on the ever changing financial climate of school finance.
On a personal note, I am proud to say I am a graduate of Twiggs County High School…GO COBRAS!!! My
husband, who was my high school sweetheart, and I have been married for over 30 years. We chose to
remain in Twiggs County to raise our three sons. All three of our sons are graduates of Twiggs County
High School, and have completed their undergraduate studies at state colleges and universities within
the state of Georgia.
As an employee and alumni of Twiggs County Public Schools, I consider it a great honor to be a part of
such a great team…Go COBRAS!
Stephanie Collins | Payroll Associate, aPHR

My job crosses between Business, Finance and Human Resources. My job has been a perfect fit for me
because I love business, and most of all I love people. I love thinking of ways to make what
I do better. I graduated high school from Washington County High School in Sandersville,
Georgia. My focus was business and childcare. I graduated from Sandersville Tech
(OFTC) with a business Diploma, Central Georgia Technical College (CGTC) with my
Associates in Business, University of Phoenix (UoPx) with my bachelor’s in business, and I
am currently enrolled in the UoPx working on my MBA. I am a member of GASBO and
GASPA. I recently obtained my HR Certification as an Associate Professional in Human
Resources (aPHR). I have lived in Twiggs County for almost 19 years. I am married to a
Twiggs County native Raphael “Ralph” Collins, Sr. We have three beautiful children,
Precious, Juanita, and Raphael Jr. They have all been educated through the Twiggs
County School System. I am looking forward to all of the great things to come for our
school system.

I am a native of Dublin, GA, and a graduate of Dublin High School. She attended Georgia College and State University in Milledgeville, GA, where she was initiated into the Kappa Eta Chapter of the Alpha Kappa Alpha Sorority, Inc. Lisa currently attends the Fort Valley State University in Fort Valley, GA, pursuing a Bachelor of Science degree in Organizational Leadership, with a concentration in Public Administration. Lisa is the proud parent of one daughter and one son, who is a graduate of Twiggs County High School. Her most treasured role is being the "Ganny" of one grandson. In her role with the Twiggs County Board of Education, Lisa quotes the words of the late Reverend Dr. Martin Luther King, Jr. - "If I cannot do great things, I can do small things in a great way."
